CLEVELAND STATE COMMUNITY COLLEGE Cleveland, Tennessee

SUBJECT:  Employment Procedures (Other than Adjunct Faculty)

  1. Approval to Fill Vacant Positions
    When a position becomes open, the appropriate administrator shall complete a Personnel Request Form, obtain appropriate organizational level clearance and deliver the form to the Human Resource Office. The Human Resource Office, with the assistance of the appropriate administrator, will develop a job description and position announcement and submit them along with the Personnel Request Form to the President for approval.
  2. Recruitment
    ​Upon receiving the President's approval, the Human Resource Office will announce or advertise the position consistent with provisions of the College's affirmative action plan. All vacant positions are posted on the bulletin board outside the Human Resource Office and on the TBR Jobs Website.
    1. Internal Announcements -All non-faculty positions are posted internally for a minimum of three workdays, if requested and there is an adequate diversity representation among qualified staff. All regular full-time and regular part-time employees are eligible to apply for any position announced internally. Temporary employees and student workers are not eligible to apply for positions posted internally. However, they may apply for positions that are advertised externally.
    2. External Announcements -All faculty positions and other positions not filled through internal announcements are advertised externally. Advertisements are placed in local, state and regional newspapers as well as appropriate national publications.
  3. Applications for Employment
    On-line applications for employment will be accepted in response to position announcements. Employment applications will be accepted within the advertised time frame for the position.
  4. Employment Procedures
    All on-line employment applications will be screened by the Human Office for compliance with advertised qualification requirements. Applications not meeting minimum requirements for the position will be disqualified and removed from further consideration. Applications meeting advertised standards will be released to the affected administrator and/or committee and given consideration according to the following position classifications:
    1. Professional (administrative, faculty, professional non-faculty, EEOC 1-3)
      Applications for professional positions that meet or exceed advertised standards will be released to the administrator and/or committee responsible for recommending applicants for interview. All employment interviews will be scheduled by the Human Resource Office. Following the interviews, the executive administrator responsible for the position being filled will submit an employment recommendation along with a minimum of two reference checks.
    2. Classified (clerical, technical/paraprofessional, skilled craft, service maintenance, EEOC 4-7)
      Applications for classified positions that meet or exceed advertised standards will be released to the administrator and/or committee chairperson responsible for the position being filled. All employment interviews will be scheduled by the Human Resource Office. Following the interviews, the executive administrator responsible for the position being filled will submit an employment recommendation along with a minimum of two reference checks.
    3. Temporary
      ​All positions with an expected service period of less than one year shall be classified as temporary positions. An employee who has worked as a temporary for the maximum time of one calendar year must be completely separated and off the payroll for fourteen calendar days before becoming eligible for re-employment in a temporary position.
  5. Promotions
    1. Faculty- TBR Policy No. 5:02:02:30 (Faculty Promotion at Community
      Colleges) establishes a promotion ladder whereby faculty may be promoted in academic rank within the position held. Faculty who wish to change positions may apply for available positions.
    2. Non-Faculty- The College does not practice automatic internal promotion of
      non-faculty employees. However, a current employee may be recommended for an opening as long as the vacated position is then advertised.  All non-faculty job openings will be advertised internally for at least three workdays if requested and there is an adequate diversity representation among qualified staff. Regular full-time or regular part-time employees are eligible to apply for any open position. Temporary employees and student workers are not eligible to apply for positions announced internally; however, they may apply for positions which have been advertised externally.
  6. Transfers
    Internal transfers may be accomplished only through regular employment procedures or as described in Section 5.2 of this policy.
  7. Employment Interview Expense Reimbursement
    Invitations for employment interviews are extended to applicants at their expense. College policy does not provide for reimbursement of applicant expense associated with the employment process. Exceptions to this policy must be approved by the President.
