Governor Phillip Bredesen addressed the need for workforce development as a priority for the state. The state of Tennessee has identified key indicators that impact the future economic development and growth in Tennessee. One of those indicators is the skill level of the state’s workforce as it relates to economic growth. The rapid technological changes and increasing globalization requires Tennessee to address the Skill level of its current workforce to determine if and how much of a gap exists. The Tennessee workforce’s ability to adapt to this rapidly changing environment needs to be enhanced to ensure Tennessee’s competitive advantage. The ROCE program is a response to this need and will help to promote economic development within the state by addressing statewide needs.
