General
- The purpose of the regulations is to facilitate the safe and orderly operation of
college business and to provide parking facilities for this operation within the limits
of available space.
- Security officers are responsible for implementation and enforcement of these
regulations.
- The responsibility for locating legal parking spaces rests with the operator of the
motor vehicle. Lack of space will not be considered a valid excuse for violating any
parking regulations.
- The college shall have no responsibility for loss or damage to any vehicle or its
contents operated or parked on the CSCC campus.
Student Parking Information
- Temporary parking permits are available upon request at the Office of Campus Safety and
Security.
- Special permits for the physically handicapped or for medical reasons are
available upon request at the Office of Campus Safety and
Security.
Vehicle Operation
- All persons operating a vehicle on college property must be properly licensed
operators.
- Pedestrians have the right-of-way at established pedestrian crossings.
- Under normal conditions the maximum speed limit on campus is 15 MPH.
However, vehicles may not be operated at any speed that is excessive for the
conditions which may exist as a result of weather, traffic congestion,
pedestrians, etc.
- Traffic control signs, devices and directions of security officers must be obeyed.
- All persons operating vehicles are responsible for maintaining control of the
vehicle, safe operation and observance of traffic control signs, barriers, devices,
and Security Personnel.
- Operating a motor vehicle in any area other than a street or roadway intended for
motor vehicles is prohibited.
- The use of skateboards, bicycles, roller skates and in-line skates is prohibited.
- All accidents must be reported to the Office of Security at (423) 472-7141, (423)
618-1720 or (423) 478- reported immediately.
Violations
The following examples constitute violations of parking regulations:
- Where Curb or Lines are Painted Yellow
- Parking in Motor Cycle Space
- Blocking Loading Zone or Dumpsters
- Parking in front of Fire Hydrants
- Blocking Driveway, Intersection or Sidewalks
- Parking on Grass
- Parking in Visitor or Staff Area
- Backing into a Parking Space
- No Parking in Cross Walks
- No Speeding (15 mph max.)
- Parking in Reserved Areas
- Exceeding Safe Speed for Conditions
- Parking in Handicap Zone
Enforcement
College violation citations should be paid at the Business Office within 15
weekdays from the date of the citation.
Penalties
- Violation fees -- faculty, staff, students and visitors. All violation fees will be paid at the Business Office.Cash should not be sent by mail.
- Parking Violation ...................................................$25.00

- Fire Hydrant .........................................................$50.00
- Handicap Violation ................................................ $200.00
- Penalties-
- Students who fail to pay violation fees will not be allowed to receive an official
transcript or graduate until the fees are paid.
- A faculty or staff member who persists in violating these regulations or
fails to pay a citation will be reported to their appropriate supervisor.
- Repeated violations of parking regulations will be grounds for
administrative action.
- Repeated or gross violations could result in vehicle being towed from campus.
Appeals
- Students may appeal to the Parking Ticket Appeals Committee. Forms may be
picked up at the Switch Board, Business Office or Security Office and turned in
to the Office of the Vice President of Student Services (U117) or the Student Senate Office (U100).
- Staff, faculty or visitors may appeal to the Employee Parking Ticket Appeals
Committee by completion of a Parking Appeal Form and returning it to
the Switchboard.
- Appeals may be made in person or in writing. All appeals must be made within weekdays from the date of the citation.
Pedestrian Regulations
1. Students, faculty and staff must not endanger their safety or create an unreasonable
impediment to lawful vehicular traffic.
2. Violations of these regulations will be cited through appropriate channels for
disciplinary actions.
Special Occasions and Emergencies
On special occasions (for example; athletic events, concerts, graduation exercises,
etc.) and in emergencies, parking and traffic limitations may be imposed by the Office
of Security as required by the conditions which prevail.
Restrictions
College streets or grounds may not be used by any firm, corporation or person for advertising or commercial purpose. |
