General
- The Purpose of the regulations is to facilitate the safe and orderly operation of the college business and to provide parking facilities for this operation within the limits of available space.
- Security officers are responsible for implementation and enforcement of these regulations.
- The responsibility for locating legal parking spaces rests with the operator of the motor vehicle. Lack of space will not be considered a valid excuse for violating any parking regulations
- The college shall have no responsibility for loss or damage to any vehicle or its contents operated or parked on the CLSCC campus
Registration of Vehicles
- All motor vehicles, including motorcycles, parked on CLSCC property between 7:00 a.m. and 9:30 p.m. must have current CLSCC decals.
- Decals will be distributed by the Office of Security at registration. After registration, they will be distributed at the Switchboard located on the first floor of the Administration Building.
- A decal must be displayed on the rear of the vehicle, or if you use hang tag type, it must be visible to the front of the vehicle.
- Expired decals should be removed or covered so that only the current decal is displayed.
- The person to whom a vehicle is registered on campus is responsible for the vehicle and all parking citations issued hereto.
- Temporary parking permits are available. Requests should be made to the Office of Security.
- Special permits for the physically handicapped or for medical reasons are available. Details are available from the Office of Security.
Replacement of Decals
- A new decal will be issued, at no cost, at the CLSCC switchboard for a newly acquired vehicle which replaces a currently registered vehicle.
- If it is necessary for you to drive a vehicle other then your registered vehicle please obtain a temporary parking permit from the Office of Security.
- Lost or stolen decals will be replaced without charge.
Vehicle Operation
- All persons operating a vehicle on college property must be properly licensed operators.
- Pedestrians have the right-of-way at established pedestrian crossings.
- Under normal conditions the maximum speed limit on campus is 15 MPH. However, vehicles may not be operated at any speed that is excessive for the conditions which may exist as a result of weather, traffic congestion, pedestrians, etc.
- Traffic control signs, devices and directions of security officers must be obeyed.
- All persons operating a vehicles are responsible for maintaining control of the vehicle, safe operation and observance of traffic control signs, barriers and devices.
- Operating a motor vehicle in any area other then a street or roadway intended for motor vehicles is prohibited.
- The use of skateboards, bicycles, roller skates and in-line skates is prohibited.
- All accidents must be reported to the Office of Security at (423) 472-7141, (423) 618-1720 or (423) 478-6236. All vehicles break-ins or incidents should be reported immediately.
Violations
The following examples constitute violations of these regulations:
- Failure to register or display decal as required.
- Improper parking:
- where curb or lines are painted yellow
- parking in motorcycle space
- in "No Parking" areas
- blocking loading zone
- in front of fire plug
- blocking driveway or intersection
- obstructing traffic, double parking, parking too far from the curb
- parking on grass and lawns
- students parking in visitor or staff area
- parking in handicapped zone
- backing into parking space
- parking in reserved areas
- parking in crosswalk space
- exceeding safe speed for conditions
- failure to obey speed laws
- Illegal parked vehicles will be impounded or moved upon receipt of a fourth ticket in an academic year. If the vehicle is impounded, the owner or operator is responsible for payment of towing charge and/or storage fee to the wrecker service.
Enforcement
College violation citations should be paid at the Business Office within 15 weekdays from the date of the citation.
Penalties
- Violation fees -- faculty, staff, students and visitors. All violation fees will be paid at the Business Office.Cash should not be sent by mail.
- Parking violation .......... $10
- Non registered ............. $10
- Handicap violation ........ $100
- Penalties-
- Students who fail to pay violation fees will not be allowed to re-enter the college, receive an official transcript or graduate until the fees are paid.
- A faculty or staff member who persists in violating these regulations or fails to pay a citation will be reported to their appropriate supervisor.
- Repeated violations of parking regulations will be grounds for administrative action.
- Repeated or gross violations could result in vehicle being towed from campus.
Appeals
- Students may appeal to the Parking Ticket Appeals Committee. Forms may be picked up and turned in to the Office of the Vice President of Student Services.
- Staff, faculty or visitors may appeal to the Employee Parking Ticket Appeals Committee by completion of a Parking Appeal form and returning it to the Switchboard.
- Appeals may be made in person or in writing. All appeals must be made within 15 weekdays from the date of citation.
Pedestrian Regulations
On special occasions (for example: athletic events, concerts, graduation exercises, etc) and in emergencies, parking and traffic limitations may be imposed by the Office of Security as required by the conditions which prevail.
Restrictions
College streets or grounds may not be used by any firm, corporation or person for advertising or commercial purpose. |
