Strategic Goals

1. Increase Fall 2004 FTE from each service area county outside the institution's home county by 50%, compared to Fall 1999. (TBR Priority: Access)

2. Ensure that percentages of TBR-recognized under-represented racial and ethnic students in the total Fall 2004 student body headcount meet mandated goals. If no mandates apply, ensure that percentages for the subject groups approximate demographic diversity within the service area according to current governmental census data. (TBR Priority: Access)

3. Increase total Fall enrollment productivity via alternate delivery systems (including video, teleconferencing, web, independent study, honors, early bird, courses designed for business and industry, dual enrollment, and weekend) from 281 FTE in Fall 1999 to 375 FTE by Fall 2004.(TBR Priority: Access)

4. By Fall 2004, demonstrate on-going and effective partnerships: (TBR Priorities: Access; Articulation; Workforce Development)

  • Enter into partnerships with at least 10 major industries in the service area;
  • Enter into partnerships with at least one major health care and public safety agency in each service area county;
  • Enter into partnerships with all colleges and universities to which 15 or more students annually transfer;
  • Enter into partnerships with all public high schools in the service area;
    * Enter into partnerships with at least two educational institutions of similar type outside the United States;
  • Enter into partnerships with other groups or organizations identified during the planning period.

5. Equal or exceed the state two-year public institution average in all comparable outcomes posted on the December 2004 Tennessee Board of Regents Annual Report Card: (TBR Priority: Accountability)

6. By 2004-05, implement a plan ensuring maintenance and effective usage of up-to-date technological equipment: (TBR Priorities: Academic Excellence and Institutional Quality; Workforce Development)

  • Establish a 3-year PC rotation plan for student computer laboratories, faculty, and staff;
  • Establish rotation of other equipment according to current clientele needs;
  • Document PC training opportunities for all personnel.


7. By 2004-05, review or revise the curriculum to meet the needs of transfer and/or career-technical students: (TBR Priorities: Articulation; Workforce Development)

  • Ensure that CLSCC courses are appropriately transferable and relevant to the needs of business and industry in a global society;
  • Defend, modify, or eliminate programs that have produced a 5-year average of fewer than 5 graduates/completers per year.


8. By the end of FY 2003-04, increase total annual external college revenue through gifts, grants, and contracts to $500,000. (TBR Priorities: Access; Academic Excellence and Institutional Quality; Workforce Development)

9. Provide a more effective total collegiate experience for students through documented improvements in academic support and student support services. Improvements will be demonstrated through measures including: (TBR Priorities: Academic Excellence and Institutional Quality)

  • increased participation rates in activities compared with Fall 1999;
  • greater numbers of students using services compared with Fall 1999;
  • higher student/alumni satisfaction ratings compared with Performance Funding survey data collected in 1998-99.


10. Document annual improvements in customer satisfaction ratings through point-of-service surveys in areas where students, prospective students, and visitors traditionally and frequently interact with staff: (TBR Priorities: Accountability; Academic Excellence and Institutional Quality)

11. Achieve Level 3, Quality Achievement, through the Governor's Quality Award Program sponsored by the Tennessee Department of Economic and Community Development. (TBR Priorities: Accountability; Academic Excellence and Institutional Quality)

12. Receive unconditional reaffirmation of accreditation from the Southern Association of Colleges and Schools, Commission on Colleges following formal review in 2004. (TBR Priority: Accountability)

13. Plan, implement, and evaluate effectiveness of programs and activities supporting cultural enrichment and meeting public/community service needs throughout the service area. (TBR Priority: Accountability)
